Any time he says, "No joke," or "I'm serious," he's in the midst of a dementia moment.
The Doddering Old Fool's a liar. He has a dishonest core and people suffering from dementia lose the ability to apply the boundaries normal people develop by, what?, age 5? And, they, among other things, tell obvious lies... whoppers... as the Former Truck Driver often does.
